ArcGIS > Select by Location

1. Go to Selection->Select by Location.. Choose the options shown below..."I want to select features from the fivecities_bg layer that have their center in the features in Buffer_of_majmhd layer" (or whatever you renamed your map layers).

2. The result should look like the following.
