International Oversight Council (IOC) Amendment
to the Convention on International Trade in Endangered
Species of Wild Fauna and Flora

It has been resolved that, by the power vested in the cooperating
countries, the Convention on International Trade in Endangered Species
of Wild Fauna and Flora shall establish an International Oversight
Council (IOC) to oversee and regulate the illegal trade of endangered species
according to the following conditions:
- The IOC is to be comprised of one member from each cooperating country.
The IOC will be led by the Chief Moderator, who is to nominated and
elected by the members of the IOC every three (3) years beginning at the initial
IOC meeting scheduled for 3 March 2003.
- In situations of international trade dispute, a minimum time allotment
of thirty (30) minutes will be provided to the prosecution. In turn,
a minimum of thirty (30) minutes will be provided to the defending nation
for rebuttal.
- Following the prosecution and the rebuttal, debate will be opened
on the floor, garanteeing at least two (2) minutes of speaking time for each
nation.
- Following the debate, the IOC will vote, by way of electronic tally,
to a) acquit the nation of its charges, b) implement economic sanctions on
the nation for its illegal activities, or c) postpone judgement until the
facts of the situation become more clear.
- Countries charged and prosecuted for an offense will be randomly
evaluated for compliance at least once every six months for five years.
- This document is to take effect when the political leaders of a
minimum of thirty (30) countries approve it.

Oversight Council Amendment of the Convention on International Trade in Endangered
Species of Wild Fauna and Flora.
