- deep water > may not have to answer to Ecuador
- off-shore > just giving Ecuador more land

- offshore floating marine town  in Japan made of steel for fishing successful (Offshore)
- 4000 meter iron runway for jumbo jets planned in Japan; considered very feasible (Floating)
