        - standards of a global level
        - greater checks and balances
        - better link b/w research and management

        - ecology doesn't respect international boundaries
        - worth trying to see what happens

remote sensing - problems > specificity, orders of magnitude
what are we sensing? ~ CO2 in the air
                                 ~waste levels in the water

                                 ~ basic climatology > temperature in the air, water
