Why have a separate, internat'l management?

• Equal access to everyone (not just Ecuador)
• More resources ($)
• Stability
• Lower cost of working/visiting
• Broader Perspectives

Why not?

• Chaos- too many cooks
• Sovereignty?
• Citizenship of inhabitants
• Limits local involvement and buy-in
• How is money spent well?
• May be subject to internat'l instability

Steps Forward:

1. Look for organizational structures already in place
   • Ex: UN, NGO's, Antarctica, oceans
   • no current biopreserves
2. How will it play in Quito (Ecuador's possible reactions)
3. Identify/Speculate funding sources
4. Develop prospectus
5. Compromise/Optimize/Cost-Benefit Analysis
