Why have a separate, internat'l management?
- Equal access to everyone (not just Ecuador)
- More resources ($)
- Stability
- Lower cost of working/visiting
- Broader Perspectives
Why not?
- Chaos- too many cooks
- Sovereignty?
- Citizenship of inhabitants
- Limits local involvement and buy-in
- How is money spent well?
- May be subject to internat'l instability
Steps Forward:
- Look for organizational structures already in place
- Ex: UN, NGO's, Antarctica, oceans
- no current biopreserves
- How will it play in Quito (Ecuador's possible reactions)
- Identify/Speculate funding sources
- Develop prospectus
- Compromise/Optimize/Cost-Benefit Analysis
