UNIT MISSION The mission of the Boston University-MIT NROTC Consortium is: (a) to develop midshipmen in order to commission them as Unrestricted Line Officers; (b) to administer Navy Officer Postgraduate Students (including Foreign Navy and Coast Guard Officers) at MIT and all other colleges, institutions and teaching hospitals in New England and Canada; and (c) to represent the Navy at MIT and at such other New England colleges and institutions relative to contracts and research matters as required and requested by departmental bureaus and offices of the Navy. UNIT HISTORY Since 1901, the Navy's presence at MIT has had a long history. Navy officer students have been attending MIT continuously since the turn of the century; in fact, what is now called the 510 program was the first graduate education program in Naval Architecture for U. S. Naval officers. Since 1910, a Navy officer has been assigned at MIT as a Professor of Naval Architecture. The Naval Administrative Unit was established in 1952 to serve the needs of Navy and Coast Guard postgraduate officer students at MIT. In 1972, with the disestablishment of the NROTC Unit at Harvard University, Naval officers attending Harvard became a part of this command, and the following year the same occurred with respect to the NROTC Unit at Tufts University. The schools currently represented, in addition to MIT, include Harvard University (including Harvard Business, Harvard Law, Harvard Medical and John F. Kennedy School of Government), Tufts University, Boston College, Boston University, Suffolk Law, Northeastern and various medical teaching institutions and hospitals and several other colleges and universities. The Naval Administrative Unit performed administrative support for all. U. S. Navy members undergoing any type of instruction in New England and for some in Canada. Service/Pay Records are maintained by PSD Newport, Rhode Island. The NROTC Unit itself was established in 1956, with its first class commissioned in June of 1960. The Unit was originally tasked with training midshipmen for commissions in Restricted Line, Engineering Duty. At that time it was the only such program in the country. In 1991, the Commanding Officer of NROTC Unit, Boston University, assumed additional responsibility as the Commanding Officer, NROTC Unit MIT, but there were no other staff changes made and the two NROTC units remained as separate commands. In recent years BU and MIT NROTC units have formed a consortium. Our sponsor and major claimant is the Chief of Naval Education and Training, Pensacola, Florida, and Naval Postgraduate School Monterey, California; we are under the Commander, Naval Base Philadelphia for military control and area coordination. Together with staff and USN officer postgraduate student population, the BU-MIT NROTC CONSORTIUM is the largest active duty Navy-populated command in the Boston area. Checking into Navy Postgraduate Office. All officer students assigned to the unit are assigned administratively to the Navy Postgraduate Office. This means that leave papers, TAD orders, special requests, Fitness Report input, etc., go through this office. The Academic Officer must be kept informed of your current address and home phone number, work phone number, fax, e-mail address and of your academic status. If you need to travel, you need to have some kind of orders (Cost or No Cost) issued by our office. If you leave the Boston area for a period exceeding 72 hours and are not on official orders you MUST be on official leave. Our pay is administered by the PSD"s and utilizes the Direct Deposit System (DDS). Problems concerning pay must be addressed to the SDS Assistant, PSD, Newport/Brunswick. If you wish to check the amount of your next pay it is strongly encourage members to call DFAS at 1-888-332-7411 or check the MyPay website (mypay.dfas.mil). All incoming official mail for members assign to this command will be placed in the mail distribution box in room 5-309. Mail for students not at MIT will be forwarded to the home address provided. Due to lack of storage please do not forward large boxes to the address listed below. We will occasionally receive "time sensitive" mail for you and it is your responsibility to check your mail on a regular basis. You may forward your mail from your last command to: Name Please arrange to have your mail forwarded to your home address as soon as you are settled. During an emergency, every effort will be made to contact the officer student while he/she is about the campus. It is incumbent upon each officer to ensure that the Postgraduate Office has your up-to-date home phone number, your nearest campus phone number. Outgoing Calls (MIT) Phones for on-campus calls are available in student offices. DSN access is available in Room 5-309. Adequate pay phones are installed at MIT for personal use. DSN The DSN authorization code for this command can be obtained from the Academic Office. Call the DMATS operator at Hanscom AFB (781) 377-4441, identify yourself as being with BU-MIT NROTC Consortium and provide that number and they will give you a DSN line. This code will only work for calls made in the continental U.S. Calls should be limited to a maximum of 10 minutes for official government business. Personnel attached to this command will be subject to the current Navy directives governing shore leave and leave modified and amplified as follows: SHORE LEAVE. Authority to be off-campus in a shore leave status is automatically granted to all students except when they are required to be on-campus for scheduled classes, laboratory or examination periods. While in a shore leave status, students should not remain absent from their local address for periods longer than 72 hours. LEAVE. Leave will normally be granted upon request during academic holidays and student vacation periods. Leave at other times during the school year will be granted only for emergency or special reasons. Please plan in advance if possible. During academic holidays and student vacations, students are required to take leave if they will be absent from their local address for periods longer than 72 hours. Normal workday for students is Monday thru Friday from 0800 to 1630. Students request leave by filling out a NAVCOMPT Form 3065 available in the Academic office. Forward your request to the Academic Office for approval and assignment of a Leave Control Number. After the control number is assigned, the white copy will be mailed to your home address. Note: this process relies on the U.S. Mail system and as such, you should submit your request at least Two Weeks in advance. Shorter notice will require you to walk through the process and hand carry your request. Upon completion of leave, return the white copy to the Academic Office within two days. DO NOT LEAVE THE AREA FOR MORE THAN 72 HOURS WITHOUT APPROVED LEAVE PAPERS OR OFFICIAL TAD ORDERS. Emergency leave may be granted at any time during the school year. Permission to take emergency leave may be granted by phone by calling the Academic PG Office and/or leave message and state emergency and where we can contact you. The PG Academic Officer's home phone number is on the Social Roster. The environment you are now in during this tour of duty is significantly less structured than that of a normal Navy operational command. The students selected for the educational programs represent the best talent in the Navy. As such, the command is not concerned with specifying rigid working hours. Each of you knows what is required to perform well in your particular academic field of endeavor. On the other hand, the command must be able to contact each one of you in case of emergency. It is imperative that you keep the Academic Office informed of how to get in touch with you. When you plan to be away from your local address for more than 72 hours, leave papers or TAD orders will provide the necessary accountability. For periods less than 72 hours, but more than 24 hours, a phone call to the Admin office or your senior class member, providing information on how you can be contacted, is appropriate. UNIFORM AND GROOMING STANDARDS Students except on special occasions as prescribed by the Commanding Officer generally do not wear military uniforms on campus. Officers ordered to duty under instruction at civilian institutions are permitted to wear civilian clothing, but it must be appropriate to the corresponding uniform were it required. At this activity the wearing of ties and suitcoats is not expected. Such items of dress as faded blue jeans, T-shirts, frayed or badly worn clothing or shoes, etc., certainly have no justification here. Haircuts are to be maintained in compliance with Navy standards. Wearing articles of the military uniform with civilian attire is not appropriate (except for expressly permitted items such as gloves, shoes, etc.) FITNESS REPORTS Normally, fitness reports for officers assigned to duty under instruction are "not observed". In special cases, for outstanding accomplishments or when an adverse report is required, an observed fitness report is submitted. Counseling sessions, in accordance with BUPERSINST 1610.10, will be scheduled. PHYSICAL FITNESS All personnel assigned to the command must satisfactorily complete physical fitness testing. Semi-annual testing is performed in accordance with OPNAVINST 1611.1 during April and October. Procedures will be promulgated each time. Bring your screening form to the Academic Office at the time of check-in. STUDENT ORGANIZATION Students attached to this command are not organized for military purposes. For administrative purposes, they are grouped according to the curricula in which they are enrolled and the year of graduation. The senior US student in each group is designated the Group Senior Member and will be responsible to the Academic Officer for designated duties in connection with the administration of his/her group. A brief outline of the areas of responsibility of the Group Senior Member follows: a. Provide assistance in group accountability. The Group Senior Member will ensure that all students in his/her group is accounted for after each academic holiday. In addition, the senior member of each MIT group will ensure that class schedule cards are prepared by each student in the group and sent to the Admin Tech in the Academic Office within 15 days after the start of the semester b. Coordinate group projects and serve as an informal mode of communication. The Senior Member will serve as the point of contact between his/her group and members of the staff. REIMBURSEMENTS Application fees and certain thesis preparation costs paid by postgraduate students sponsored by the US Naval Postgraduate School are reimbursable IAW NAVPGSCOLINST 1520.1E. MILITARY FACILITIES Hanscom AFB (Information: (781) 377-4441) see enclosure (4). Located just off Route 128 in Bedford, Hanscom has the closest commissary to towns around Boston. Take exit 30B or 31B off Route 128 and follow the signs. The base also has an exchange, exchange annex (garden shop, toys), country store, (closed Mondays), excellent swimming pool, package store, O Club, rec center, theater, and dispensary. (The various stores are scattered all over the base.) If you have children, the Base Nursery might be convenient while house hunting. Children from 6 weeks to ten years are accepted, Monday through Friday. The Family Support Center at Hanscom has an outstanding Relocation Assistance Program. More information, if desired, can be obtained from the Relocation Assistance Manager (781) 377-4222. Temporary lodging facilities at the Hanscom Inn (or Swift Inn) (781) 377-2044 are exceptional. Located south of Boston just off Route 18 is South Weymouth, approximately 20 miles from Cambridge. HEALTH CARE FOR ACTIVE DUTY PERSONNEL Medical care for the active duty military is administered by federal medical facilities in and around the Boston area. They are: HANSCOM AFB- Dispensary 15 miles west of Boston in Bedford, MA. Emergency treatment, physical exams, dental care, x-ray, pharmacy and ambulance service. Telephone (781) 377-4700. NOT OPEN ON WEEKENDS. PORTSMOUTH NAVAL REGIONAL MEDICAL CENTER - 75 miles north of Boston at Portsmouth, NH Naval Shipyard. Limited outpatient service. Telephone (207) 438-1000/2580. NEWPORT NAVAL REGIONAL MEDICAL CENTER - 75 miles south of Boston at Newport, RI. Full service naval hospital. Telephone (401) 841-2166. BRUNSWICK BRANCH MEDICAL CLINIC - 55 Miles north of Portland, ME at Naval Air Station Brunswick. Limited outpatient service. Medical Care given to active duty personnel with special authorization from the command allowing them to receive care from this facility. (617) 248-1000. US COAST GUARD SUPPORT CENTER-Boston- North End Boston, MA. Physical exams, eye exams, routine medical appointments, orthopedics and gynecological exams. INFORMATION ON HEALTH INSURANCE FOR OFFICERS ATTENDING HARVARD OR TUFTS OR OTHER OUTLAND SCHOOLS If you are a member of the United States Navy or the United States Coast Guard, your health care is provided by the government and you do not require student health insurance from the university, which you will be attending. Unless you waive the insurance, you will automatically be provided coverage by the school and billed accordingly. The government will not reimburse you for that cost, which can run into the hundreds of dollars per term. Health care for military members and their dependents is available from local government facilities or from local private facilities. Cost for the latter are usually at least partially reimbursable by the government through programs such as TRICARE, Uniformed Services Family Health Plan (USFHP), or the Delta Dental Plan. A distinction must be made between "health services" and "health insurance". At Harvard, the health services fee is mandatory, and the government will cover the cost. However, health insurance is always optional, and therefore not subject to government coverage. To avoid any problems, read the material provided by your school very carefully. If they do not provide you with a health insurance waiver form, go and inquire about it. Finally, retain a copy of any forms you complete BEFORE you send them in. CIVILIAN HEALTH CARE FOR ACTIVE DUTY PERSONNEL In a bona fide emergency situation, active duty personnel may seek emergency treatment from any civilian source. When bills are rendered, members must complete NAVMED Form 6320/10. The form will have to be signed by the Academic Officer or Curriculum Officer and then mailed to Great Lakes for payment. If any long term treatment or extended care is to be involved, member must communicate this fact to the command IMMEDIATELY for further instructions. Elective or non-emergency care from civilian sources is NOT authorized. The CHAMPUS program does not apply to active duty military personnel. It applies only to dependents. For active duty members at MIT, the annual medical fee included in the MIT tuition costs covers minor outpatient fees and treatment at the MIT infirmary (flu shots, blood pressure, treatment for colds, etc). Student Health Insurance Coverage is automatically provided but is not covered by the Navy and must be waived each academic year in August by submitting forms, which we will make available at the appropriate time. (Officers applying to MIT will find a similar form enclosed in this packet, or will receive one soon, that must be returned by the first of May each year). For active duty members at other institutions, the extent of medical coverage (if any) included in your tuition and required fees should be determined. Service of this type is not available at other colleges. HEALTH CARE FOR DEPENDENTS Dependent health care is provided at all of the federal facilities providing that you have chosen TRICARE and the base clinics as your family's primary health care provider. In this area military families are able to choose whether they want TRICARE as their health care provider or if they want a provider that is set up like an HMO. The open enrollment period for the HMO opens in August each year. If you miss this period or decide not to enroll in the HMO, you will automatically be left with TRICARE. If desired, you can enroll in the HMO within 60 days of reporting and bypass the open enrollment period. With TRICARE you will be able to see civilian doctors or go to the base clinics and naval hospitals. Health Benefits Advisor 1-800-842-4333 or any of the clinics listed above. US FAMILY HEALTH PLAN AT BRIGHTON MARINE, TRICARE HMO is a physician-run health care organization serving Boston-Brighton area with branches throughout eastern Massachusetts and Rhode Island. Telephone 1-800-818-8589. US FAMILY HEALTH PLAN AT MARTIN'S POINT, TRICARE HMO is a physician-run health care organization serving all of Maine, New Hampshire, Vermont and northeastern New York. Telephone 1-888-241-4556. Incoming shipment deliveries are handled by Hanscom AFB (781) 377-3951. Damage claims are submitted to the office handling the shipment. (When detaching, Hanscom AFB may also be utilized for outgoing shipments (781) 377-5330. The Recreation Council consists of five members of the NROTC Unit. There will be at least two officer students and one enlisted member. Meetings are held and recommendations are forwarded to the Commanding Officer for approval. All students are encouraged to make suggestions to their Council representatives. The Recreation Council has wide latitude to propose and conduct programs, which are of interest and value to small groups and their families. REQUESTS FOR TAD ORDERS AND TRANSMITTAL OF SECURITY CLEARANCES AND VISIT REQUESTS Occasionally officer students need to perform official travel. If this travel will require funding, travel orders, or a security clearance transmittal, you will need to submit a request enclosures (5) and (6) to the Academic Office. * You cannot hand carry a security clearance. It must be forwarded by this command. A minimum of two weeks should be allowed to permit transmittal by mail. Message or facsimile transmittals will be required for short notice situations. * Approval of funding and making travel arrangements takes time. The command does not have travel funds. You are responsible to obtain your own funding. You should try to provide as much notice as possible by submitting your requests at least two weeks in advance of the date of your travel. Each officer is responsible for obtaining accounting data and making his/her own reservations for travel, rental cars, lodging, and travel advances. This may require you to take a trip to Newport, RI to pick up travel advances and/or plane tickets. * You are required to liquidate your travel within five days following the completion of your travel. Upon return forward your travel claim to the funding command or Newport, Personnel Support Activity Detachment, Fiscal Travel, Telephone: Comm: (401) 841-2516/4049 or DSN 948-2516/4049. The member is responsible to provide the funding command a copy of the liquidated claims for financial accounting purposes. |
