Mr. Koenke participated in the development of many FAA projects including first National Airspace Systems Plan, the National Airspace System (NAS) Capital Investment Plan (CIP), the Aviation Weather Systems Engineering and Architecture Plan, the FAA's Research, Engineering and Development Plan, and a low cost Global Positioning System satellite receiver for general aviation.

Mr. Koenke is also an Associate Professor of Business Studies, Stockton State College and served on special committees established by the Department of Professional Studies and by the President of the college and developed a new course in general studies entitled Air Traffic Control Technology.

Mr. Koenke has been the Director of the FAA Technical Center, the Deputy Director of FAA Office of System Engineering Management, and the Chief FAA Advanced Concepts Division.
