Large Scale Defense Systems: Their Organization, Management, and Consequences

Contractors are playing an increasing role in designing, developing and fielding large scale systems for defense. The domain of system engineering also grows as defense projects try to encompass the needs of multiple coalition partners, jointness among the armed services, and wars of varying locations and opponents. The question of what is appropriately government in responsibility and knowledge has to be asked as big projects are organized. Can the military and the civil service control these projects? Privatization, the governmental trend for several decades, may have significant unforeseen consequences. This project, which has several components, seeks to understand the need for and limits of large scale system integrators in the management defense programs. Several partners are involved in the effort.
