The Sources of Innovation in Military Doctrine

There is much discussion today of the need for transformation of the U.S. military but little discussion of how to cause it. Successful transformation will require radical change in military doctrine. Existing theories of the sources of innovation in military doctrine do not apply very well in the current security environment, either because they imply civilian intervention that is unlikely, or because they assume change only on a generational timescale. Is it possible to hypothesize a theory of innovation in military doctrine more suited to the current security environment? If so, can one develop historical case studies that will help make the deductive (rather than the purely inductive) case for such a theory, thereby potentially providing civilian and military leaders an alternative means of causing transformation?
