The PARTNER Program Management Office is located at the Massachusetts Institute of Technology. This is the point of contact for the public, media, and PARTNER collaborators.

The center director chairs the Principal Investigators Council, is responsible for executing the policies of the Center as determined by the PIC, makes executive decisions for the Center that don't require policy changes, assesses and circulates research task requirements to the Center's investigators, and oversees the Program Office.

The communications director develops communications strategies; responds to inquiries, including those from the media; and facilitates information dissemination including Web site development and operation, PARTNER reports, and newsletters.

The program coordinator operates the Program Office; and monitors, advises and reports on the fiscal progress of all Center research projects.

The FAA, NASA, and Transport Canada program managers oversee and manage their organizations' sponsorship of PARTNER research.
