How to send SYSTEM-WIDE messages

Currently, Athena does not support a system-wide messages facility.  The SIPB
has two programs available, "discuss" and "rrn", that allow people to read
messages.  You can send a message to:

        the athena.misc news-group available with "rrn"
or      the Athena_MSGS meeting available with "discuss"

For information about "rrn" type the following command at the athena% prompt:

	help netnews

For information about "discuss" type the following command:

	help discuss

Another way of posting to these two "bulletin boards" is by sending mail to
"usermsgs". The mail you send will be posted "as is".
