Site Visits
Site visits identify potential weaknesses in administrative and financial controls within DLCs, as well as specific instances of non-compliance through a series of monitoring tests. The process typically begins with a control assessment interview with the Administrative Officer and Fiscal Officer to obtain an understanding of the DLC’s administrative and financial practices. In addition, using a series of data warehouse monitoring reports, we test for compliance with OMB Circular A-21 (Cost Principles) and OMB Circular A-110 (Administrative Requirements) for selected transactions and/or accounts. We also perform limited audit testing relative to the monthly statement review process and quarterly salary certification. The site visits focus heavily on training and ensuring that DLCs are aware of compliance issues associated with research funding. At the conclusion of the site visit, an observation memo is issued to the DLC. For more information, refer to the site visit documents below:
