A draft of a papal bull written by Pope Leo XIII.It details the division of the "unenlightened countries" into regions of oversight, to be shepherded by the more "enlightened" countries. As payment for their guardianship, the "enlightened" countries are of course permitted the benefits of the resources present in their colonies, which would otherwise no doubt be wasted.
