Viktor and Donella appear to have reached an Understanding, though
they aren't providing details. Rumors include some climbing through
windows, though no one will confirm or deny anything.
The conference begins with a ploy by Red to drive the eventual
government (the one that will presumably be unifying under Viktor and
Donella's heir) more towards a Red model than a Blue model, with the
downgrading of Blue's ministers. The ministers have been driving
Donella crazy of late, so she's willing to go along with that.
Other themes of note during the conference include not letting the
Well buy anything important, and a concern that having the Elite train
on Vircus will mean that they'll support Jayla more than the other two
bloodlines. The Elite facility is traded to Stannis Law, thus much
more strongly supporting an independent Stannis Law in the future, in
exchange for the Elite getting powers most places.
The Outworlds, on the other hand, are pushed more strongly into the
unifying Hegemony via a jump gate funded and to be constructed from
Juice to Crux (not Nonesuch, the Outworlds' preference), and pulling
the Outworlds into the joint tribunal on the Criminal Mastermind. The
party / Emerald Knights do get most of the things that they want,
though at a cost of selling the Strategos Key to Donella.
As far as bloodlines go, Jayla and Donella are considered to have been
helped a little more than Katya (they each used their "one point
cheaper if it helps your bloodline" once) giving Katya a little boost
of independence. In terms of political power, most groups come out
about the same. Jayla is down slightly; Blue is up a bit; Stannis is
down a lot; the Outworlds are down a little; Janzur is up a little,
and the Well is down a little.
The Emerald Knights get the Santa Maria to use as a base; Maury gets
legal rights for uplifts in exchange.

- Emerald Knights get diplomatic immunity in Blue and Red, in the
Outworlds, and on Stannis Law.
- Elite are formally provided to the Red, Green, and Blue lines.
They are also provided to Viktor and to Lord Stannis.
- Elite get door-going powers and universal weapons permits in
Red, Blue, Stannis Law, and the Outworlds.
- Scout manuals are legally books in Blue (and thus can be taken
onto Highguard).

with DaVinci.

to remember the Flames plan.
- There will be an annual meeting between the scions of all three

- Jayla gets the original Hegemonicon; Katya and Donella get
copies.
- Full rights for AIs in Red (bought by Donella, with the caveat
that Hippocrates is an official citizen of Blue, from Sundown).
- Red will phase in a High Court (Blue has one).
- Blue will have a Strategos (Red has one, though it's usually the
Hegemon).
- Blue will phase in some Praetors (Red has them).
- Blue will demote its Ministers.
- Lord Stannis gets the SWORD research crystals.
- Blue gets the Strategos Key
- The Elite stop using Vircus as a training center and move to
Stannis Law.
- The Outworlds get the jumpgate computers and timekeepers.
- Resources are dedicated to building a jumpgate from Juice to
Crux.
- A formal treaty is agreed upon in which Viktor and Donella will
marry, and neither Red nor Blue will have any heirs other than through
the children of their union.
The Status Quo remains
- Vircus doesn't give permission to open its jumpgates.
- Emerald Knights have no special powers on the Well.
- No minimum wage for Drudges.
- Nobody sells their Brochoah contracts.
- The Emerald Knights keep the Star.
- Nobody gets guaranteed access to the Bowl or the Juice monitoring
station.
- No special powers for the Tinoori Hegemon.
- No agreement is reached on where the capital will be in the
future.
- The Vocare Maxim and the Avocate are still slightly different.
- Nobody adds back the Old Hegemonic Praetors.
- Scouts don't have a legal right to have their manuals on them at
all times.
- The Architect doesn't get any Elite.
- The King of Highguard gets to keep the Doorbell.
Puttering
- There's a fancy ball (slightly before the politics) in which the
Emerald Knights are formally announced. Lots of people come,
including Blake Amon, Viktor Laszlo, Grandmother Yarris, Kattan
Quintero, Senator Peters, and Kendra Blackman. Grandfather Cass,
Murdoch, and Banyan all come as well. Ace, Mirris, and Hippocrates
swear on as Emerald Knights.
- Sharra throws an engagement party for Hippocrates and Mirris.
Congratulations!
- Katya and Ace are summoned to an early-morning meeting with Lord Stannis.
- Dr. Kye and his three ladies quickly take off for Gateway.
- About a dozen policemen show up at the
Hippocrates' airlock, with a warrant for Dr. Kye's arrest. They
search around the ship for him, knocking on the doors that people are
in, though they don't otherwise search people's private cabins.
- Mirris invites everyone to a private fashion show of new fashions
for Elmer Triconian. He orders a bunch of her designs.
- Katya, Jayla, Donella, and First Frost of Autumn have a Hegemonicon-writing meeting.
- Ciernan and Katya talk to Captain Megaera to sound her out about
joining the Emerald Knights.
- Dylanna leaves to lure Klothos into treason.
- Talia returns to continue her service.
- Ciernan goes out for a drink with Blake Amon.
- Mirris spends her boon on AI rights on Stannis Law.
- Continuing their looking-for-trouble from last puttering, Katya,
Ace, Hippocrates, and Mirris catch a thief, and rescue several
uplifted kids from a brothel.
