1. Only humans in the dust nebula interfere with the Decider gathering to protect them from the Flames.
2. Dr Kye sensed that the purpose of a sample of nebula dust was: This little bit of dust does not have a purpose. You get a faint echo of something; maybe the dust nebula as a whole has a purpose, maybe the dust was part of something that used to have a purpose, it's too faint to tell.
3. The compostion of nebula dust is not uniform; there are small organics and various minerals, some common, some you're not familiar with.
4. The outworlds contain more psis and more powerful psis than the inworlds.
5. Pierogi-born psis appear to be stronger than those nearly anywhere else.
6. Anya filled up Sophia's dust collector until the little yellow light ("mostly full") went off, and then stoped collecting dust. When flying back she noticed the red light ("overfull") blinked once or twice.
7. The overfull light blinked again a couple of more times during unloading as Jayla was considering what to do with the stuff.

Leads me to believe that...

The dust nebula as a whole is psychically active; it both reacts to psi and amplifies it, but only efficiently on the large scale. Small ammounts of nebula dust, once removed from the general body are likely to lose their psychoactive properties fairly quickly.

I don't think it was specifically built to do this, or that it was even specifically built at all; something in how it was formed was probably very psychically momentous.

The obvious "psychically momentous" incident that leaps to mind is, of course, the ascenion of the Ardenti which precipitated the flames, according to one theory.
