Proposal v2.0 ------------- The Crew of the Hippocrates consists of ratings, consultants, and officers. Every Provisional Crew member is invited to become a consultant or an officer. "Rating" is reserved for NPC crew, should we ever decide to get them. Officers do not have ranks, excepting the Captain and Watch Officers. Any crew member can resign and leave the ship at any time. Officers are like Provisional Crew with some more responsibilities and expanded privileges. They can bring people on board with simple check-in notifications. They vote on Captain/Watch Officers. They can use on-board minions as focuses for their shticks. Barring malfeasance, they are all offered crew positions for as long as they want them (Hippocrates will not "join" anything without taking this into account, even in the postgame). They recognize the authority of the Captain/Watch Officers. (Note this doesn't mean they're brainwashed, just that they've agreed to recognize authority.) Consultants are like Provisional Crew with some guest restrictions. They can't bring people on board except with approval by Watch Officers. They don't vote on Captain/Watch Officers. They can't have on-board minions as focuses for their shticks. They don't recognize the authority of the Captain/Watch Officers over them personally, except in the ways that a passenger on a ship/airplane is normally required to recognize the authority of its officers. Their claim on ship's resources (space beyond their stateroom, whatever) is at the discretion of the Captain/Watch Officers. (Dumbo is a shtick, and therefore a good example of something that the officers will never use their discretion to punt from the ship.) Ratings are always NPCs, and they follow orders from Officers. The Captain and Watch Officers are responsible for the safety of the crew and for making sure that the World Gets Saved. They also have authority over ship's resources---space, commonly-owned inventory, etc. The initial Captain and Watch Officers are grandfathered from the Provisional Crew. Any Officer can call for a vote of confidence to demote any of the Captain or Watch Officers. Any Officer can nominate someone to be made Watch Officer or Captain. The nomination can be declined. Majority of *all Officers* (not votes cast) must vote yes to carry. Hippocrates is an ex officio Watch Officer. For ship's policies and questions of overall strategy, the principle of consensus of all officers and consultants is first, followed by majority vote of officers if consensus fails. One of Hippocrates's jobs is to quash abusive proposals. If the GMs deem the end result unfair to an outvoted minority, they will use their GM powers to deal with it. The Ratings, Consultants, and Officers each have their oaths: Rating: "I, , do solemnly swear to support and defend the Linked Worlds against the Terrans, the Deciders, and the Flames; that I will protect the lives of my shipmates; and that I will obey the officers appointed over me." Consultant: "I, , do solemnly swear to protect the lives of my shipmates; and that I will assist the Watch Officers and Captain of the Hippocrates in their mission." Officer: "I, , do solemnly swear to protect the lives of my shipmates; and that I will recognize the authority of the Watch Officers and Captain of the Hippocrates; and that I will assist them in their mission." Consultant or Officer, optional: insert any simple clause that suits you, so long as it is additive and not subtractive. No appending "NOT!" to your oath. Watch Officer/Captain: "I, , do solemnly swear that I will protect the lives of my shipmates and guard the things they cherish; that I will justly and faithfully discharge my office; that I will support and defend the Linked Worlds against the Terrans and the Deciders with every power at my disposal; and that I will lay down life, fortune, and sacred honor, if by any of these things the Flames can be averted."
