Your mechanic, as written, says that you get N dice, where N is the amount everyone is holding down. So by default, if you're holding down zero Perception, then there's zero in the gathering. From the rules on fortune, you may only use fortune to up to double your stat, so you can add up to zero fortune dice to your Perception stat of zero, which is still zero. You may spend one karma to waive the "only up to double" rule, which is what Kith did with the Deciders. So in the end, yes, you think you ought to be able to use karma to have a gathering with someone in a substat you don't have. --------- I believe that the combination of 1) and 2) means Katya has the ability to gather the 4 hegemons and get their signature into the Star, presuming that this is something the Puce-Hegemon version of the ritual calls for (which we don't currently know).
