Evaluation of CARE-Latin America’s Knowledge Management System
April 2005 to Present, Research Fellow

  • Coordinate a collaborative evaluation process with CARE staff and beneficiary communities to identify the impact of CARE’s efforts to promote organizational and societal learning in the Latin American and Caribbean Region.
  • Co-facilitate reflection processes with CARE staff from seven different country offices and communities from Nicaragua, Honduras and Guatemala to help them reflect on their experiences as development practitioners, and identify the knowledge that they have gained from their experiences and work.
  • Analyze data collected during reflection workshops and identify implications for CARE's role in promoting social learning processes, as well as strategies for strengthening learning and knowledge management within the organization.
  • Write report outlining evaluation findings and recommendations.

CENTER FOR URBAN AND REGIONAL EXCELLENCE, NEW DELHI, INDIA
Partnership with Delhi Water Board (DWB) to Improve Water and Sewerage Services to the Poor

  • Coordinated the development of a community-based geographic information system (CBGIS) consisting of information on the status of services in low-income neighborhoods, as well as the needs and preferences of residents.
    • Interviewed frontline engineers to identify their information requirements and their assumptions about low-income neighborhoods under their purview.
    • Designed and implemented a framework and methodology for data gathering in over 400 neighborhoods in 4 of the 21 water distribution zones.
    • Facilitated meetings with DWB high-level officials and experts in the water and sewerage sector in Delhi to obtain feedback on methodology.

MUNICIPAL GOVERNMENT OF AREQUIPA, AREQUIPA, PERU

  • Coordinated an external evaluation of a transportation study conducted by PADECO Co., Ltd. for the city of Arequipa.
    • Designed and facilitated meetings with a multi-disciplinary team of experts from various local universities and institutes invited by the Department of Transportation to conduct the evaluation; and
    • Documented the findings and recommendations, which were used by PADECO to improve the study.

NATIONAL INSTITUTE OF URBAN AFFAIRS (NIUA), NEW DELHI, INDIA

  • Conducted a study of NIUAs community building techniques, including community mapping, visioning and the creation of a community-based geographic information system (CBGIS)
  • Managed the initial development of a city-wide CBGIS for improving water provision to low-income areas in Delhi, including discussions with the Delhi Water Board for establishing a partnership.
  • Worked with unemployed women in a resettlement colony in the fringes of the city to assess their skills, identify their preferences with regards to job training programs, and inform them of potential employment opportunities.

  • Worked closely with neighborhood planners to develop 39 Strategic Neighborhood Action Plans:
    • Devised and implemented outreach strategies to ensure adequate citizen participation;
    • Designed and facilitated task force meetings and public workshops;
    • Mediated neighborhood conflicts, as an intermediary step for devising neighborhood development strategies; and
    • Coordinated the design, production and printing of the 39 plans.
  • Developed neighborhood target investment strategy with senior planners:
    • Identified 13 neighborhood target investment areas for the District of Columbia;
    • Prepared work plans for each of the target investment areas;
  • Coordinated the District’s first Neighborhood Cluster Database used to guide the FY 2003 budget process:
    • Provided technical and strategy support for developing database and ensuring its use by agencies in the budget process;
    • Designed and populated the Microsoft Access and Excel databases; and
    • Interacted with over 30 District agencies to coordinate their review of priorities identified by citizens during the neighborhood planning process.

  • Managed all aspects of the microfinance program, including the preparation of loan application materials and loan servicing.
