Born in Newark, New Jersey in 1960, Carlos Preston rose to power as San Corenzo's congressionally appointed governor from 2010 to 2018.
In retrospect, many questioned the wisdom of his appointment. As a sometime employee of UGC, his motives certainly contained the possibility (and, some would argue, the actuality) of a conflict of interest. But in 2010, Congress's deferential attitude to UGC was such that the company was, for all practical purposes, able to appoint whomever they chose, and even portray their actions as being for the common good.

Preston's policies in San Corenzo were mainly driven by his stated goal to "place the production of Torzone above all else" in forming the island's policy. Records show that gubernatorial audiences and meetings over the course of his term of office broke down as follows:
During the years of the People's Democratic Party's activity, Preston was central in leading the opposition to the party's activity, even to the point of ordering Menor jailed for vandalism, and inciting a riot.
After the "revolution," Preston returned to the United States to work for UGC.
