Rules
Begining
- In the beginning of the game every country on the board has three pieces witht he exception of Russia (who has four pieces)
- Every piece begins the game in a teritory of it's "home country" that also contains a blcak dot representing an industrial complex.
- Some unclaimed teritories begin the game with industrial complexes but no military pieces. Such territories are not controlled by any contry.
Turns and Movement
- One year consists of two seasons (rounds): fall and spring
- The game begins in the year 1900 with the fall season
- New pieces are built at the end of the spring season
- Every piece has one "movement potential" durring a season
- In a turn any piece may move, support, pass, or transport
- Move: the peice moves into an ajoining territory
- armies may only move on land
- navies may move into a water territory or into a territory that shares a common land boundry and a common sea boundry
- Support: any piece may use it's turn to "support" another piece. Every piece that supports another piece adds a magnitude of one to the piece that it is supporing. If an enemies piece takes over the territory of a peice that is supporting the support is cut and the piece supplies no support that turn.
- Pass: The piece makes no movement durring the season.
- Transport: The moving of an army accros water by using the turn or one or more navy
- Only navys can transpot
- The navy transporting uses its movement in doing so
- The army transported is not allowed to move once it lands
- An army may be transported across more than one water territory by more than one navy.
- At the end of the spring turn the number of pieces and industrial complexes that a country controlles are equilized either through destruction of pieces or building of pices.
Building Pieces
- New military may only be built in the "home territories" of any given country.
- Pieces are only destroyed when a country posseses less industrial complexes than militaries or a piece can not legally retreat.
- A player building a piece decides wheather the piece is an army or navy.
Object
- The object of the game is to controle the industrial complexes in over half of the territories on the board.
Game Play
- A turn beginns with the writing of orders for that turn.
- Every player writes his/her orders at the same time
- Communication/coordination/diplomacy between players is the name of the game
- When all players have their orders prepared the game pieces re moved according to military supiriority
- If a piece moves into an unocupied teritory unchallenged it takes that territory.
- If two peices move into an unopened territory or a piece moves into a territory occupied by another piece the pieces are sent back to their possitions at the beginning of the turn.
- If a piece supported by another piece moves into a territory containing a piece with less support then the invading piece takes controll of the teritory and the defending piece is forced to retreat to an open teritory.
- If a player makes illegal or illogical moves durring the turn his/her pieces act as if they passed.
