Technical difficulties
- employees were using both Netscape and IE, version 3 and 4, on different platforms,
some pages didn't work in all versions
- some employees were using older, slow computers with small monitors, some pages
used too many graphics, or were too large for smaller screens
- some pages were obsolete, out of date, not well-maintained
- there were too many "under construction" pages
