I/T Project Team Staffing Process

This process is initiated when an I/T Process or Practice Director decides a project team needs to be formed.

Invitations

If a Team Leader, or team members or team consultants/advisors need to be recruited (if no recruitment is needed, skip to Announcement):

  • P/P Director will work with IST-HR Director to prepare an invitational message (call for participants), outlining the purpose of the team, the roles on the team, the competencies needed for different roles, time commitment (% and duration). IST-HR will maintain a list of generic roles that can be used as is or used as guidelines for preparing invitational messages.

  • P/P Director or IST-HR Director will send message to IS&T, IT-PROJECT-NEWS, and other relevant lists - such as AOQUERY, or ITPARTNERS, and/or key stakeholders or sponsors.

  • Interested parties can be asked to respond to either P/P Director or IST-HR Director with their interest. (IST-HR Director more likely to be focal point if team is recruiting outside of IS&T).

  • P/P Director, IST-HR Director, and/or their delegates, will review any expressions of interest, and follow-up appropriately (e.g. decide on a 'short list', schedule and conduct interviews - use of IST-HR provided interview guide is encouraged.). If there are qualified candidates, then offers can be made (working with IST-HR) and releases negotiated with candidate's supervisor(s). For internal IS&T changes, before any personnel announcements are made, formal signoff on release should be made by all Directors for which candidate has commitments.

Announcement

Once the team leader/members have been selected, the P/P Director sends a note to IS&T, and other interested parties announcing the official launch of the team. This note may also include information regarding what, if any, roles are still available. Follow-up process may be similar to above.

Decommissioning

When the team has completed its work, the team should be officially 'decommissioned':

  • The P/P Director sends a note to IS&T and other interested parties that the team has been decommissioned.

  • A team celebration/event should be held to mark closure.

  • Key learning's should be shared (either via a document, or a seminar).

  • IST-HR should interview the TL re: competency debriefing re: team members, and IST-HR should interview P/P Director re: TL.

The Administration and Business Support Team (ABST) can be a resource throughout this process, for example, scheduling interviews, updating the Project Database, arranging team meetings, coordinating facilities for vendor visits, procuring equipment and supplies, etc.
