The objective of MIT Spring 2007 Course 1.963, A Sustainable Transportation Plan for MIT, is to propose effective and sustainable parking policies at a large, complex institution such as MIT. Because the parking policy cannot exist in a vacuum, the parking policy recommendations in the final report will be linked with recommendations regarding transit subsidy programs and shuttle improvements in order to meet the effective and sustainable goals. Effective parking policies provide the necessary parking in strategic locations while minimizing costs, emissions and negative impact on the livability of the surrounding space to meet the critical present and future needs of MIT. Defining sustainability in this context includes careful consideration of the three Es: environment, economics, and equity. With distinct definitions of efficient and sustainable in mind, proposals for parking policy were made with following goals in mind: 1) Treat parking as a financial asset to the university by reducing the subsidy to a minimal amount necessary to meet the needs of the MIT community, or at least to the level that other benefits are subsidized; 2) Reduce MIT’s transportation carbon footprint while retaining mobility and flexibility of access by encouraging mode shifts to transit, walking, bicycling; 3) Maintain choices for all types of employees and students on campus and respect past location decisions; 4) Establish MIT as a leader, setting an example in planning for sustainability.
