ACS and CSS keep track of what locker software is most important. See
/mit/release77/WhatShouldRun on Athena for details. Users also
expect software from a variety of lockers to be available, notably the
sipb and graphics lockers. When porting to a new platform, it is
advantageous to make it available to the SIPB as soon as possible.
