The buffer/deburring machine looks like a grinder with different wheels. The first wheel is a buffer wheel, and is basically a stack of cotton cloth. You can apply abrasive to the wheel and use it to put a very fine finish on metals and plastics.

The other wheel is a deburring wheel. The wheel is harder than a buffing wheel, but certainly not as hard as stone. The deburring wheel is nice for intermediate finishing work. After you've ground down the end of a piece of bar stock on the belt sander, you'll have scratch marks and some facets on the piece from grinding up against the hard, flat surface of the belt. The deburring wheel will give you a much smoother finish.

The deburring wheel looks pretty soft, but it is actually a very aggressive wheel. It's possible to take the edges off of extremely tough materials like tool steel.
