The Suboceanaen Arts and War Academy is a mythical Suboceanaen entity created soley for the rendering of entertaining and somewhat shocking announcements during the Armageddon of the Empire World
It was created in the second Harvard Empire game, and its reknowned host, Guy Smiley was the main commentator during the esteemed Harvard Nukeoff Jamboree, an event which had the three winners tossing multi-megaton thermo-nuclear devices at unsuspecting and arguably undeserving countries.
As for its one day becoming an official award regulating committee, chartered with the most revering task of maintaining the quality of the entrants into the Hall of Fame....
