The Economic Research Service, USDA has an
opening for a senior economist to work on climate change and agriculture.
We're looking for someone to develop a
nationally-recognized program of research and
analysis that informs policy approaches to
mitigate or adapt to global climate
change. Specific areas of inquiry may include one or more of the following:
- The role of agriculture in policy
options for reducing U.S. greenhouse gas
emissions. Options analyzed may include
alternative approaches to cap and trade
programs, offset markets, carbon taxes or
reduction incentives. Analysis addresses
different aspects of policy design, including
steps to control leakage and reduce transaction costs.
- Potential interactions between climate
policies and agricultural conservation programs,
and/or climate policies and environmental
quality, including consideration of pressures on
water or rangeland quality or quantity.
- Interactions between climate and biofuel
policies, including consideration of the broader
impacts on the structure of agricultural
production, especially management practices, inputs and outputs.
- Interactions between climate and
technology policies, including consideration of
technologies to mitigate, and facilitate
adaptation to, adverse impacts of climate
change. Research may examine whether, and to
what extent, global trade patterns might be
altered by uptake of technologies.
- Potential returns to investment in
public and private R&D under a changing
climate. Of particular interest is measurement
of returns to technologies that can facilitate
adaptation by farmers to weather conditions that
may be more variable, hotter, and dryer.
Ø Movements in pest populations and animal
diseases -- both within and between countries --
that are caused by climate change and economic
analysis of associated impacts on agriculture and the economy.
