This open dam prevents flooding, while also allowing drainage between the Rhine and Meuse Rivers and the North Sea. When water levels near Rotterdam get too high, draingage sluices in this dam are used to remove extra water.

The structure includes tunnels that allos fish to swim to and from the North Sea.
