Advance Proposal Analysis

If the initial review leads the administrator to suspect that an export control question may exist, the proposal needs to be examined further.  Each stage of a research project has to be evaluated.

o Discussions and/or Agreements

o Research Project

o Research Result

 

Analysis

Each of the stages (i.e., Project Resources, Project Performance and Research Results) may raise a potential export control issue and require that a determination be made as to whether the research project can be performed under MIT’s policies and/or whether an export license may be required to do so.

 

1. Evaluate Project Resources

2. Evaluate Agreements (written and verbal)

3. Identify Participants of and Equipment/Technology/Resources Needed for Research Project

4. Evaluate Potential Research Results

5. Determine Whether Outside Review or Any License is Needed and Document the Process
