NIH Policy Changes for FY 2008


PHS/NIH has announced several changes to their policy and or procedures for FY 2008 that will affect NIH funded research awards at MIT. Several of the changes affecting Fiscal Policy and Salary Caps are as a result of their Congressional Appropriation ( Public Law 110-161)

New Application Forms:

  1. New PHS398 forms for paper submissions are available now and required for submissions on and after May 25, 2008;
  2. New PHS2590 forms for paper submissions are available now and required for submissions on and after March 1, 2008;

Alternate submission deadlines for NIH Regular Study Section Members as Pd/PI on R01, R21` or R34 proposals with standard due dates:

  1. Appointed regular study section members may submit proposals to the mentioned award types up to 1 ½ months after retirement from service on the committee;

Late submission for all others ( e.g. temporary/Ad hoc members or other award types; RFPs with special receipt dates etc):

  1. Extent of  windows of “late” submittal are tied to “receipt” dates of proposed submittal;

NIH Fiscal Policy for Grant Awards for Federal FY 2008:

  1. As a result of their appropriation (Public Law 110-161) NIH will adopt a 1% inflation rate for its awards:
    1. For Non-competing Renewals NIH Institutes are allowed discretion to manage it’s non-competing award portfolio provided the overall portfolio inflation complies with the 1% allowance; Grant out years will also be reduced to comply;
    2. For Competing Renewals NIH Institutes will manage their competing grant portfolio so the average cost of Competing Grants is allowed to increase by 1% over FY2007.

      Salary Caps on Grants and Cooperative Agreements;

  1. 1.       As a result of their appropriation (Public Law 110-161) NIH has adjusted the existing Salary Cap for awards issued during the federal FY2008 as follows:
    1. a.       Salaries for effort during September 1, 2007 – December 31, 2007 are capped at $186,600;
    2. b.       Salaries for effort beginning January 1, 2008 are capped at $191,300.

The NIH compensation rate for PostDocs with zero years experience has not changed and remains at $36,996 plus EB. This, therefore, also remains the guideline compensation ( stipend and tuition) level for RA’s
