For several months,
MIT has been a member of an ad hoc group formed by DARPA to develop a tool where
reports for DARPA/ITO awards will be submitted electronically. The intent is
that all reports, both technical and financial, will be submitted/posted using
this tool, including financial reports that are currently being prepared and
submitted by DLC's. In order to maintain reporting uniformity, DARPA/ITO will
insist their DOD agents (AFRL, SPAWAR, HUACHUCA/INTERIOR, etc). incorporate
this reporting requirement into awards made by those agents. .
Tracking current spending information continues to be problem for most federal
agencies. DARPA's hope is that the development of this tool will help alleviate
some of that problem. Included in the reporting requirement is information on
invoicing and payment. Many institutions believe that the financial information
should be accessible to DARPA via other means than having it included in the
quarterly technical/administrative reports. However, at the present time inclusion
of this information is what DARPA proposes. Moreover, DARPA argues that this
is information institutions now provide to the government and is more helpful
to also include it in this report to allow DARPA a mechanism to track expenditure
and billing data in a more current fashion. More information on this reporting
tool will be made available to the community as we get closer to implementation.
