MIT has a long standing
policy that we do not accept awards that contain requirements for man hour reporting.
The policy is based on the fact that MIT is subject to the requirements of OMB
Circular A-21. That circular does not require institutions of higher education
to capture or report any salary and wage data based upon hours worked. Recently
we have seen some federal agencies, most notably in the Department of Defense,
attempt to impose man hour reporting requirements. In response to an appeal
made by many universities, including MIT, the Army has just issued an order
to its installations that temporarily suspends the imposition of an Army contract
clause that requires man hour reporting. However, there is concern in the university
community that man hour reporting will continue to be an issue in the coming
months.
