DOE headquarters has developed a system referred to as Industry Interactive Procurement System (IIPS). One of the requirements of this system is that proposals must be submitted electronically. Although we have only had to use this system in a few cases, it has posed significant problems for MIT and other universities. The system requires a formal registration procedure by each institution which anticipates submitting research proposals using the IIPS system. The system further requires any institutional representative, with a unique password, be registered and the electronic proposals must be certified and submitted by that person.
In some cases compilation and submission of the proposal using the IIPS system has been relatively easy. In some instances, however, it has been difficult to upload the data requested. For all IIPS proposals there is some creation and manipulation required in the OSP office prior to proposal submission.
For those who know that they have proposals that require submission via the IIPS system, we ask that OSP be notified well in advance and that the complete proposal be received at least one week prior to the date that it is due at DOE.
