The newsletter's format will depend on the goals you want it to achieve as well as the audience you want to reach. Think of the format as a delivery system for information. You will want to create the most effective delivery system for your readership.
Would an informal, folksy approach get your message across better than a formal, informational style, or vice versa? Can you give your newsletter a format that will inspire people to read it, save it, maybe even post it? How long will the information be relevant?
Another crucial decision is about tone. A newsletter should have a consistent tone from issue to issue so that the audience feels it's picking up on a previous conversation. The key to achieving that consistency is putting together an editorial, design, and production team that will carry your official style and tone through each and every issue.
