This is a simple cipher perserving capitalization. Decode the formulae thus:

Now use the reverse cipher to decode the clue phrase ("t" maps to "f", so the first "f" in the clue phrase represents a "t".) The phrase is THEGARDENISLE, or "The Garden Isle." Thus, the answer to the puzzle is KAUAI.
