SOLUTION:

1. Understand these are all buildings being clued
2. Combine with call/communication clues in intro text
3. Look for campus phones in these buildings, one number circled in black, one in blue.
4. Use ordinal number of button to get letters from phone alphabet on North American Classic phone alphabet (1999 ISO standard added Q and Z to the keypads, but most campus phones are older than that and still have 3 letters on all keys).

DETAILED SOLUTION:

(on the phone in building 37, for example, the 3 is circled in black, the 7 in blue, so take the 3rd letter on key 7 which is S)
