Count Aquarius I
who ruled Atlantis during a period of expansion
when many Atlantean families moved to the frontier
to become kelp farmers. However, Aquarius came
to power against the protests of half of Atlantis,
leading to a major revolt and the separation of
Atlantis into two separate nations. Aquarius didn't
live to see Atlantis reunited; he was assassinated
after his bodyguard went out drinking and
left him unguarded.

Blue Fin
who is best know for looting and burning Aquaria,
a major event in the decline of the Aquarian Empire.
Before he was king of Atlantis, Blue Fin served in
the Aquarian army, but he left when he didn't receive
a promotion he wanted. Blue Fin attacked Aquaria
several times, demanding territory for Atlantis
and a high-ranking position in the Aquarian
army for himself. Eventually, Blue Fin gave up
negotiating with Aquaria, and sacked the city.
He died not long after.

Prince Anchovy II
Anchovy, who was originally Commander in Chief of
the Atlantean army, was involved in a coup to depose the
previous Atlantean government. A year after to coup, Anchovy
was chosen by the military to be President of Atlantis. During the
prince's 17-year dictatorial rule, the former government and
its supporters were brutally repressed, and tens of thousands
of Atlanteans were imprisoned, tortured, or killed. Anchovy's
economic policy was influenced by the "Barnacle Boys", a group of
young Atlanteans with foreign educations, who advocated free
market policies. Prince Anchovy was removed from power by a
national referendum in which the majority of Atlanteans voted
to hold democratic elections to elect a new government. Although
Anchovy stepped down as President, he remained Commander
in Chief and also a senator for years afterwards.

Metis Quartz
whose reign is considered the Golden Age of Atlantis.
Not a native Atlantean, Metis came to power after the
assassination of her husband, the previous ruler. The
borders of Atlantis expanded during her reign, including
among other things part of Fishlandia, a smaller
neighboring country which Atlantis and another nation
partitioned between themselves. It wasn't until more
than a century later that Fishlandia reformed as an
independent country. On the economic side, a notable
development during Metis's rule was the introduction
of the first paper currency for Atlantis.
HERE LIES
Blue Stream
the tenth ruler of Atlantis, whose reign lasted
less than three months. He came to power when
Atlantis was occupied by the Piscesans. Their technology
and domesticated dolphins made them a threat even to
the three-way alliance of Atlantis and two neighboring
kingdoms. The Piscesans realized they were vulnerable
in the city of Atlantis when Blue Stream came to power, and
tried to swim away secretly during the night. Blue Stream
and the Atlantean forces managed to deal them a heavy
blow while they were retreating, but Blue Stream later died
of a disease brought to Atlantis by the invaders.
HERE LIES
Pontus of Styx
who campaigned for the six colonies of Atlantis to
become united as the Atlantean Federation, and who
was the federation's first prime minister. Years before he
was elected ruler of Atlantis, Pontus was involved in a
major riot over an international seaball match. The riot
was caused by a controversial ruling made by one of the
game's umpires. Pontus, another umpire, defended the
decision, but the objections of the spectators were so
strong that the decision was reversed, and the remainder
of the game had to be postponed until the next day.
HERE LIES
Sir Dolphin
who ruled for less than a year before abdicating the
throne of Atlantis. Dolphin, who was the Prince of
Whales before he became king, scandalized the
Atlantean government by proposing to a divorced
woman with no political connections. When it became
clear that he would have to choose between the
marriage and being king of Atlantis, Dolphin
ceded the throne to his younger brother.
THIS MONUMENT HONORS
Eel The Brave
whose conquests made Atlantis into the largest
empire in the world. Eel's army of dolphin riders
was infamous for brutally destroying any opponent
who did not surrender without resistance. Their favored
tactic was pretending to retreat, only to swim around
and crush the unsuspecting enemy chasing them. Eel
divided up his kingdom among his sons before he died,
to avoid conflict over succession. He was buried in
an unmarked grave in an unknown location.
HERE LIES
Old Nereus
who created Atlantis's first known written system of
laws, inscribed on stone monuments around the city.
The punishments specified by Nereus's laws were brutal
by modern Atlantean standards. Doctors whose patients
died could be disfigured as punishment. The penalties
for harming someone of lower social standing were
generally less than the penalties for harming someone
of the same standing under Nereus's system.
HERE LIES
Poseidon the Wise
who is known for ruling both Atlantis, and also
a neighboring nation after its king was assassinated
by an ally of Poseidon's. Poseidon had a large stone
made into a monument engraved with runes and painted
with bright colors to honor his parents, next to a
similar stone his father had made. Poseidon was
responsible public works including the construction
of a bridge and several circular fortresses.

Pacific X
also called the Sea King, who was the longest-ruling
king of Atlantis with a reign of more than 70 years.
Pacific was a patron of the arts, and over the course
of his life converted his predecessor's modest fishing
retreat into a magnificent palace. During his reign
Pacific consolidated power to create an absolute
monarchy, which was overthrown less than a
century later during the Atlantean Revolution.
HERE LIES
Whirl the King Exiler
who ended the Atlantean monarchy by exiling his
uncle the king, and establishing a democracy. Whirl
was one of the first people elected to the highest
office of the new democracy. His sons later took part
in a conspiracy to restore the monarchy, but the
conspiracy was discovered before they could put
their plans into action. All the conspirators,
including Whirl's sons, were executed.
HERE LIE
Lord Neptune
the Superior
and his wives
Neptune reunited the north and south parts of
Atlantis around his fortieth year in power, and historians
generally treat this as the beginning of a new period in
Atlantis's history. Neptune was considered at least part
divine by Atlanteans; one of his many titles was The Divine
One of the Sea Crown. This massive tomb is also a temple
to him. The tomb extends deeper into the sea floor, where
Neptune is buried, than it rises above it. Statues of
Neptune line the causeway leading to the tomb.

Poseidon XXV
During Poseidon's reign, Atlantis was overshadowed by
the much larger Aquarian Empire. When a struggle
for power broke out between two Aquarian factions,
Poseidon took the opportunity to expand Atlantis by
conquering some small neighboring nations. However,
one of those nations sent for help from the Aquarian
Empire. Poseidon had some initial success fighting the
Aquarians, until he faced one of the supreme commanders
of all the Aquarian armies. The Aquarian commander
defeated Poseidon so easily, he famously said that
he won right after he arrived and saw the enemy.

Pacific V
Pacific married the queen of Oceania, and the
combined empire they ruled was called "the empire in
which the tide never ebbs," because it spanned the
oceans all over the globe. However, when Pacific's wife
died, he lost any claim to the throne of Oceania. Years
later, Pacific tried to take Oceania by force, using
Atlantis's more powerful navy, but failed when the
navy was destroyed in a storm.
HERE LIES
Ox the Patriarch
who is remembered as an Atlantean hero for leading
Atlantis during the Wars of Atlantean Independence
against Oceania. Although Atlantis and Oceania are
now united, many Atlanteans wanted independence
during Ox's time. During Ox's rule Atlantis won its
independence and made a treaty with Oceania, but
just a few years after his death, Oceania invaded
Atlantis in another ultimately unsuccessful
attempt to conquer it.
HERE LIES
Moonrise I
the first prime minister of Atlantis born after
the Second Oceanic War. Moonrise was well known
for his popular economic policy, which had the
goal of strengthening the Atlantean economy after
years of little growth. Moonrise's wife was
very outspoken about her political views,
which were not always the same as Moonrise's.
HERE LIES
Nemertia
who was empress of Atlantis for 15 years, and had
significant influence for many years before that.
Nemertia was the the first, and to date the only,
woman to rule Atlantis. While in power, she used
secret police and informants to find people who
opposed her, exiling or killing people who might be a
threat. Although many aristocrats feared for their
lives during Nemertia's rule, common Atlanteans were
mostly unaffected, and Nemertia even allowed them to
become government officials if they could pass a test
demonstrating that they had the necessary skills.
