Answer: ELECTRIC EEL POWER

The answers to puzzles in the Coral Reef are inputs into a "conundrum" style puzzle, that is, a long chain of complex instructions.

Following the instructions correctly produces the clue phrase MAKE ALL ANSWERS BLUE.

It turns out that each puzzle's answer can be made BLUE, in a variety of ways:

It's possible to repeat the entire instruction set, starting over with the transformed answers. Doing so produces the final answer ELECTRIC EEL POWER.
