To capture the speed difference across lanes, a maximum speed is also
defined for each lane based on the design speed and
the number of lanes in the segment, i.e.:

m lanes.
The parameters
capture the fact
that, in segments with multiple lanes, the vehicles in the central and
left lanes tend to travel faster than the vehicles in the right lanes.
