- 'abstract' enumeration value added to ValueUnits to describe numbers 
    that don't refer to a real-world quantity.
- ValueTable model added to have a table type that uses ValueModels for data.
- 'note' attribute added to Attribute to give short explanations of an attribute's value 
    (this, however, is best done in proper FGDC metadata).
