There seem to be a couple obnoxious people, who insist on using anon in a hurtful fashion. Ideally we could acl anon to ignore them, but that only work if we knew how they are. (and we can't know). We could acl anon so only allowed people could send, and to become allowed you "sign" something saying you won't be mean. this has it's own set of disadvantages. We could also just ignore them, and hope they grow up.
