To use the eSPAF, you must have a Kerberos user ID. This is usually the same as your e-mail user ID. However, some MIT departments, labs and centers have e-mail systems that do not use the Kerberos protocol. If you work in one of these areas, you may need to get a Kerberos user ID to access the form. All MIT staff are eligible to receive Kerberos user IDs. Contact Athena User Accounts:

The primary financial authorizer for the academic department, research lab or center must contact business-help@mit.edu to request authorization to submit the eSPAF in at least one time group. When requesting the Student PAF Authorizer role, the following information must be provided:

Anyone who wants to work at MIT must complete an I-9 form and submit it (in person) in Room 11-320. When you have the right documentation with you, it takes very little time. And it needs to be done only once, as long as you don't take a semester off.
