Flavio Emilio Vila Skrzypek left his native country of Peru to pursue a master’s in city planning at MIT. He has made it his mission to improve land-use policy back home. “The state has accepted ‘slums’ as inevitable, but I want Peru to learn from these circumstances,” he says.
