European Union Security and Defense Policy

Since the drafting of the Maastricht treaty the European Union has sought a security role. Little was achieved until 1999, at which point many initiatives were launched under the rubric of the European Union Security and Defense Policy, or ESDP. What has the Union achieved in the security sphere? Why did the pace of the security initiative accelerate when it did? Will the effort persist? Will the failure of the constitution votes in France and the Netherlands, and the indefinite delay in the U.K., have much effect on ESDP? What does the project portend for future U.S.-E.U. relations, including N.A.T.O.?
