Explaining the Revolution in Military Affairs: The Causes of Recent Military Innovation

Innovation is promoted by competition in markets, science and even the military. Recently, the US military has experienced the Precision Revolution, significant advances in technologies that identify, target and destroy enemy forces with little collateral damage and reduced risk to US forces. This innovation, however, has occurred during a period when the U.S. had reduced opportunities for competition. The Goldwater–Nichols Act intentionally has produced less inter-service rivalry and acquisition reforms introduced at the same time sought greater centralization. What then explains the “Revolution”? The project involves collaboration with the National Defense University and explores several hypotheses about the source and impact of recent weapon changes.
