Returns stage activity for PetscLogEventBegin() and PetscLogEventEnd().

Input Parameter
stage -The stage
Output Parameter
isActive -The activity flag, PETSC_TRUE for logging, else PETSC_FALSE (defaults to PETSC_TRUE)
