Official First Count: Quota is 1713.

As expected, Councillor Galluccio exceeds quota, in this case with a surplus of 1517 votes. First-time candidate Brian Murphy exeeds quota by 3 votes, and Councillor Davis is elected with 1713 votes, exactly quota.
Even at this stage, it seems clear that nine of the top ten first-place vote-getters will be elected.



After Distribution of Surplus

Transfers from Galluccio (398) are sufficient to elect Councillor Sullivan, and transfers to Maher (379) move Maher into eighth. Councillor-elect Murphy's 3 transfers do little to alter the overall picture.



After Ninth Count

The less successful candidates have their votes redistributed, adding a few votes at a time to the front-runners. After the ninth count, transfers from Horowitz are sufficient to reelect Councillor Decker.

After Twelfth Count

At this point, the transfers from defeated candidates have the possibility to affect the outcome. After twelve rounds, first-time candidate Simmons has moved ahead of Councillor Toomey, Simmons needing 20 more votes for election and Toomey needing 28 more votes for reelection. Second-time candidate John Pitkin has moved to within 99 votes of Councillor Reeves. The distribution of first-time candidate Ethridge King's votes will decide the ninth councillor.

After Thirteenth Count

Transfers from King were sufficient to elect Denise Simmons and reelect Councillor Toomey. Pitkin pulled to within 59 votes of Councillor Reeves (160 transfers from King to Pitkin, 120 transfers from King to Reeves), but after thirteen rounds, Pitkin has the fewest votes of the continuing candidates and is delcared defeated.
In the transfer of Pitkin's votes in the fourteenth round, both Maher and Reeves reach quota and are reelected.
