Development of a scheme to slow water's course must be realized in scales- ranging in size from a drop to the ocean; no one scale is more valuable than another. A comprehensive plan needs to be two fold, considering the effects of run off in the immediate and larger landscape.

The sub watersheds following the flood plain of Mill Creek could outline districts programmed in different ways to collect run off. One district could store runoff in a way that would benefit a community garden, another might develop a filtration system to remove impurities, and so on. With a diffuse plan, cognition and appreciation are maximized.
Sulzberger Middle School sits near the bottom of one of the sub watershed areas. Mapping the flow of the water and expanding my findings to incorporate the character of this areas' runoff has helped to develop the form of the proposed programmatic element for this district.
