The  Great Depression had a huge impact on Mill Creek. Banking practices defended themselves against the falling economy by alienating the less advantaged. They established a system of ranking real-estate investments as worthy ventures.  When a piece of real-estate was risky they Redlined it. The entire neighborhood of Mill Creek was Redlined. Mill Creek became a poverty trap as residents were unable to take out loans on their property. The sewer containing Mill Creek ruptured in numerous locations resulting in many cave-ins. This led to the deterioration of the housing stock and to the appearance of vacant buildings and lots.
