Two dolphins named "Contact" and "Zealot" arrive and talk to Pilot about piloting a GenDiver aircraft to steal it - since GenDiver uses dolphin pilots, only a dolphin can easily steal their planes. And the humans there probably can't tell one dolphin from another anyway. Pilot won't work for them on his own, but will do the work if they hire Buckman Charters to do it.
As Jenny, Float, and Regina talk to the dolphins (Pilot has to translate, as the two others are pretty much naked dolphins) it becomes clear to them that the dolphins haven't really thought the plan through. Talking privately to Pilot, Contact says that they just haven't frozen the plan - they're being flexible. It probably makes more sense if you're a dolphin. Jenny offers that Buckman Charters will consult on the plan for 4000 credits. The dolphins agree, and pay in water opals that Zealot swallowed in a plastic baggie. The opals later turn out to be worth about 5-6K credits, but in order to quietly move them through the black market the team has to accept 4K in long john rather than the full price.
The dolphins also apologize for shooting at Pilot earlier, but they didn't know that the plane was Buckman Charters. They won't say how the rebels got the whites to attack the platform, because "Bataku would bite us in half." But they don't say they weren't controlling them.
Jenny is able to locate the net drop for GenDiver's secret air-base in the NW Territories on Locus Island (as it is deemed too hard to steal aircraft from their normal airfield in Santa Elena) by hacking around inside GenDiver. Pilot tells Jenny about stuff he's "heard about" the base. Regina has doubts about stealing the planes, since the rebels are presumably just going to kill people with them.
One of the side effects of Jenny leading the plan is that it gets a little more grandiose - she figures that if someone can hack the systems, they can fly all the jumpcraft out with just one pilot, the rest following remotely.
"I'm not saying that stealing a whole squadron of fighter planes is the best thing for dolphin-kind, but it's so cool!"
While Jenny is hacking, Regina digs up a job ferrying people to Baffin Island. They turn out to be ex-NRM mid level types - the NRM equivalent of made men. None of them recognize Dive/Float, though, so the trip is peaceful. They're "going fishing on Baffin Island" though when they return to the plan they only have one fish. A mudskipper. That's been bludgeoned to death. Regina, Float, and Pilot have recovered the jaws of a greatish (well, big, anyway) white that seems to have died in the cove where they drop the fishermen off.
Jenny is unable to break into the Locus Island servers, and finally decides to ask the aborigines if they can do base surveillance. Though it takes a bit to explain it to them, they strangely agree, and deliver a huge amount of data gathered from within the base a week later. Unfortunately, it's all encrypted, and Jenny can't decrypt it without a ridiculous amount of work. It's determined that they really need one of the dolphin pilot's CICADAs (or at least it's memory) in order to figure out the encryption key rotation scheme and crack the internal communications.
On 179.101 they talk to Contact and Zealot again and tell them they could steal all the jumpcraft, but that they need to somehow kidnap a CICADA first. They agree to see if they can do that and get it to Buckman Charters.
Everyone is left wondering how much the aborigines are helping the rebels - if they are helping, then no wonder the rebels are having considerable success.
On 180.101, the aborigines deliver their antidote for Whitney's village to the dock during the night when no one is looking.
